It is offered for both  residential and business customers.  It uses either Qwest or Global Crossing for its backbone and is offered in all states plus Puerto Rico and US Virgin Islands.

Details:

 $1.95 monthly billing charge if toal usage is less than $20.  The fee is waived if billed electronically using credit cards

 residential customers billed in 60 second increments

 business customers billed in billed 6 seconds increments

 the government imposed charges (the Universal Service Fund and taxes) are clearly identified and added to the bill
